As with much in Indonesia, there is a sense of a disconnect between positive developments at the top and the ability to execute them further down the chain. And it’s not just infrastructure. “Our budget deficit last year was 0.1%, almost balanced,” says Tigor. “So our problem is slightly different to the US: we can’t spend enough.”
